Synthesis Report on Policy Coherence for Development

23-Oct-2008

It is important to analyse which factors contribute to better achievement of policy coherence for development (PCD) and what constitute the major challenges. Better understanding of the conditions needed for the success of PCD helps to draw strategic lessons for future work.
Policy coherence for development has been an integral part of the DAC peer reviews since 2002. This report synthesises the PCD results of DAC peer reviews up until 2007. For progress beyond 2007, please visit www.oecd.org/dac/peerreviews.

Advocates of policy coherence stress the systematic promotion of opportunities to create synergies towards achieving particular objectives in different policy domains. For objectives concerning economic development and the environment, policy coherence would involve avoiding policies that serve to provide a short-term boost to growth, but at the cost of environmental damage that would be (predictably) regretted in the long term.
