OECD's regional activities with China

OECD China Country Programme
As China is the third largest trading nation and the OECD Economic Survey predicts that it will account for 10% of all trade by 2010, China is a vital partner for the OECD. The China programme aims to enhance China's capacity to benefit from further integration into the global economy. More than 24 Chinese Ministries and Agencies have an ongoing policy dialogue with specialists of various OECD Directorates and experts from member countries within the framework of OECD’s co-operation with non-members, covering 19 policy areas. The Chinese Ministry of Commerce is OECD’s official focal point but each Chinese Ministry or Agency co-operates directly with its OECD counterpart. While OECD members have gained a better understanding of China as it has become a major actor in the globalised economy, the Chinese authorities acknowledge the positive impact of OECD’s concrete contribution to the reform process in China.

Recent highlights of OECD work with China include the OECD Report on Governance in China, the OECD working papers N°30: Labour Protection in China, the OECD 2005-Economic Survey of China, the OECD Review of Agricultural Policies in China. Ongoing work include the launching of an OECD review of China’s environmental performance, a regulatory reform review and a review of the innovation system in China. Many co-operation activities with China are jointly conducted by OECD experts and their Chinese counterparts over a long period of time. The China programme also involves member countries which enables China to compare itself against international benchmarks. In turn, OECD members enjoy privileged access to country insights increasing their understanding of Chinese policy-making. OECD has become one of the sources of knowledge about China that OECD members and non-members can turn to.

China's Participation in OECD Work
In 2005, for the first time, a Chinese Minister participated in the annual meeting of the OECD Council at ministerial level. China participates as observer in the Committee for Fiscal Affairs and the Committee for Scientific and Technological Policy. It has been invited to participate in the Steel Committee, the Statistics Committee and the Education Committee. China also helps OECD in its global action by hosting OECD events in China and by actively participating in OECD’s Global Forums. The China programme is complementary to China’s participation in OECD’s regional activities in Asia. For instance, in September 2005 China joined the ADB-OECD Anti-Corruption Initiative for Asia-Pacific and hosted its 7th Action Plan Steering Group Meeting in Beijing.
